Titus Toyama is with the Statewide Systems Development Unit and serves as the Project Executive for the Financial Information Systems for California (FI$Cal) Project. FI$Cal is a major effort that will bring enterprise resource planning to state government in the areas of budgeting, accounting, and procurement. FI$Cal is governed by a partnership of the Department of Finance, the State Controller's Office, the State Treasurer's Office and the Department of General Services. Titus has executive level responsibility over all aspects of FI$Cal and reports directly to the partnership.
Prior to joining FI$Cal, Titus served for over 20 years at the California Franchise Tax Board, most recently as the Board's Chief Financial Officer. Titus also worked for the Legislative Analyst's Office, the California Department of Social Services, and various other agencies in the Bay Area and Washington, DC. He is a third generation Californian, born and raised in East Los Angeles. Titus graduated from UC Berkeley with a BA in Political Science and a Masters Degree in Public Policy from the Goldman School of Public Policy.
